Have you tried:
– deactivating all plugins to see if this resolves the problem? If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the default theme to rule out any theme-specific problems?
– increasing the memory available to PHP?

Thanks! It turns out it was an IE9 issue that I resolved by changing the browser and doc modes. Phew!
What did you change them to?
I have the same problem (unable to drag widgets) and have tried the various browser and docs modes but still can’t get it working properly.

Are you using IE9? I hit F12 once the browser was open and then adjusted both the browser mode and doc mode to IE8 standards. It switches back everytime I reopen the browser, but it works for moving widgets around.
