Wierd redirect

After failing to direct my page https://okteenchallenge.com/texas which it directed to /home displaying out landing page, I thought I would start over. I delete the page, even cleaned the database, looked at the permalink registered links, and it kept forwarding to /home. When I disable the permalink-manager plugin, the url would change to /home but display a 404 error instead of our landing page. Whats going on?
