Won't expand, "undefined is not a function"

The plugin was working fine before, but then I moved the whole site to a development server and I can’t figure out what went wrong. It is recognizing the shortcode, because the collapsible elements show up collapsed; they just won’t expand when i click the trigger.

Collapsible elements are only used when browser narrows below 940px.

collapse.js is loading, and is showing one error message:

Uncaught TypeError: undefined is not a function

is this a problem with the version of jquery?
