Well, https://woomultistore.com/documentation/ is for using multistores, but do you say that each store should have different products? Or just different stock quantities?
Or could you use something like this: https://kingplugins.com/product/woocommerce-checkout-location/ ? Then you have one store, but the customer can choose location to pick up.

each store have different products and different quantity with respective of stores.
we don’t want common inventory.
Inventory will be different with respective of stores.
for example product1 is available in store1 and product1 is may not available in store2 means products and quantity is different with respective of store
So the stores will be totally separated, nothing in common? Can’t you just make a bunch of different sites then? Or use WP multisite? Or do you want a customer to pick products from several stores and then pay it one place?

Exactly
By selecting one store from stores drop down (stores having the same product) and pay it one place (ie from one site).
like magneto having this kind of functionality.
