What happens if you deactivate all your plugins except WooCommerce. Does WooCommerce admin work now?

nope still the same
I even reinstalled the wordpress delete all the plugins and installed from scratch still the same error.
updated the wordpress to the latest build and installed woocommerce still the same issue
but when renaming the folder of the woocommerce plugin to other name it just works fine.

but still it won’t work properly if I renamed it since my other plugins needs to detect the woocommerce folder.
If you try the default theme to be able to rule out a theme conflict?
Did you check your theme is up-to-date? Many theme vendors have been updating their themes since 2.3.x came out.

when refreshing the it loads the admin correctly for 2 seconds then suddenly it will break not sure what causes this no other plugins running only the woocommerce
Is that when using the default theme?

the issue is not on the theme its in the woocommerce admin panel not loading properly here is the screenshot http://prntscr.com/6nfyhs
Probably not the theme but its easy to check, just switch to the default theme and see if its the same?
In your screenshot you show a tab called “Products Compare”, that’s not a standard WooCommerce tab. is that a plugin? If you deactivate that do the drop-downs show up?
I would go right back to the start, just a fresh WordPress, fresh WooCommerce and the default theme. If that works OK, then put in the other components one-by-one to identify which one is causing the problem.
I should make sure there is nothing in .htaccess which is affecting anything. It should all work if .htaccess is empty.
