I have the OCEAN theme and I have the Woocommerce plugin installed, I don’t know why on pages I don’t have any store, or the user account, or anything. I go to woocommerce tools and I give it to create pages and it tells me that they have been created correctly, however they are not created, they still do not appear.

From what I understand when you navigate to WordPress Admin > Pages on your website you’re not seeing any pages called Shop, Cart, Checkout, My Account having been created on your site, would that be correct?
If the pages are somehow still not being auto-created after visiting WooCommerce > Settings > Tools you can manually create and assign those pages.
The documentation below details how to manually create those required pages and what shortcodes to use within those for the Checkout, Cart and My Account pages.

The Shop page is simply a blank page you would create and title that Shop, no shortcodes are required to be entered for the Shop page.
Once you have the pages created if you navigate to WooCommerce > Settings > Products > General you can set the Shop page from this setting below.

Next, navigate to WooCommerce > Settings > Advanced and select the Cart, Checkout and My Account pages you created.
