Could you elaborate a bit more about what you are looking to achieve? You can share a link to an example too. I did not get what you mean by “Category layout”. Do you mean a page to list all available categories in the stories? – if that is indeed the question, then the answer is yes you can set a categories page. The best way to accomplish this is to create a new page and then use the Product Shortcode and the Category attribute as described here: https://docs.woocommerce.com/document/woocommerce-shortcodes/
WooCommerce is open source and free, which means you are free to tweak it to look exactly how you want it to look like. If the functionality you want is not built-in, you can work with a vetted WooCommerce developer to customize it.

What I mean is if the plugin “WooCommerce Brands” itself allows me to apply a layout.

WooCommerce Brands does not contain any functionality which would allow you to create a custom layout. Any layouts other than the one included with the plugin would need to be implemented by yourself using some custom code.
