Found a workaround.
Disabled WP Statistics Version 12.6.12 plugin.
Went to WooCommerce Dashboard and was able to remove all modules except Performance.
This time no 100% CPU and WooCommerce registered changes to Dashboard.
Re-enabled WP Statistics and WooCommerce Dashboard loaded OK displaying the Performance module stats.

Suggest default set to disable most Dashboard modules so low performance server installations don’t overload.

Thanks for the feedback. It sounds like there were some other issues with queries from the statistics plugin also causing server load.
We are actively trying to optimize performance, and make sure WooCommerce runs well on all sites.
