This usually happens if the country is already in a Zone.
Can you add a screenshot of how your Shipping Zones are set up?
Also, in the WooCommerce – Shipping – Shipping Settings if you check the Enable Debug Mode setting it will show you the Shipping Zone that is being reference in the cart during checkout.

I tried replicating the issue on your site, and I can see that the following shipping method is being applied: Slovak Post – “Delivery within 7/14 days” with a cost of €5.00.
Could you confirm if this is the correct shipping cost for United Arab Emirates (UAE)? If not, we may need to investigate further.
To assist you better, please provide more details on the exact shipping cost you have set for UAE. Additionally, share a screenshot of:
- WooCommerce > Settings > Shipping
- Click on UAE under Shipping Zones
- Click Edit on each shipping method within the UAE zone so we can review the specific settings.
This will help us identify any misconfiguration and ensure the correct shipping method and price are applied.

Hi, and thanks a lot.
the problem is indeed the pricing, it should not be 5 euro but the way it is setup should be Slovak Post – “Delivery within 7/14 days” with a cost of €22.00.

what I also noticed, if I attemt to change the price for while it allows me to “save changes” in the detailed view (in the step in the second screenshot) it doesn’t highlight the “save changes” button in the woocommerce settings, see screenshot below

That is the only with 5 euro exactly, there are others will 5.20 or so but exactly 5 euro is just this one.
I have just now noticed that the setup shows “vsade” which means “everywhere” see this screenshot – could this be causing problems and it picks it up by default? I didnt set those regions, just helping to figure it out.

Thank you for sharing the screenshot. Yes, that’s the reason the correct shipping address is not being applied. Since Ukraine doesn’t have a specific city selected, WooCommerce, by default, picks the first available shipping zone in the list.
Since Ukraine is above from the UAE in the shipping zone list and the region is set to “Everywhere,” the shipping cost for Ukraine is being applied to addresses in the UAE.
To fix this, you can either select a specific region for Ukraine or move Ukraine to the bottom of the shipping zone list.
Could you please clarify why you have set “Everywhere” instead of selecting a specific region within Ukraine?
