Woocommerce Shipment Payment Methods Question

hi people!

is there any option or plugin like WC-Vendors that make this Tax method?:

– Only one and unique shipment tax for Customers and the tax is divided for two Vendors/Manufacturers?

ps: i tried with various plugins and all that i know works by the same methods: or various Taxs shipment for each vendors and customers, or in other case different taxs for customer and each tax for each vendors.
