Our Shipping Pro work independent of zones. It works at domestic level and international level. It will start working once you configured the plugin. No need to config the same setting under multiple zones.
From the screenshot, the roles are not readable. Please provide me with a clear screenshot of the full settings page. So that I can analyse the issue.

Please set base Coast instead of Coast/Weigt rate matrix. It will resolve your issue.

Though I have included base cost in the Display/Hide matrix columns (I didnt key any value in the base cost as I want weight based), it still doesnt work.

Base Coast is a mandatory field, If you want to set Coast/Weight only, Please provide value zero in Base Coast field. It will work for you.
Also, make sure the product has weight.
