access by browser, what does it show ?
I have created a php file in the same directory as wp-load.php and when i access it by the browser it showed 6.5.1.

Have you LiteSpeed Webserver running? If not, this might be the reason why you don’t see WooCommerce tab.
No i don’t i have a dedicated server, ok thank you for your help to figure out why!
The question was if you have LiteSpeed web server software runing and not which kind of hardware you have.

This is the reason why you don’t see WooCommerce tab. This tab has only LiteSpeed cache related settings, but you can’t use them because of missing LiteSpeed web server.
