    It appears you’re not using WooCommerce Services for taxes, so your question will be best answered on the WooCommerce support forum:

    That said, try switching back to a default theme like Twenty Nineteen and disabling all plugins except for WooCommerce to see if this resolves the issue. If so, then re-enable each one at a time until you find the one that’s causing the conflict. You can post this question there if you still have issues.
