Wordfence not blocking IP’s

hello,

I got 13 emails saying

This email was sent from your website “” by the Wordfence plugin at Sunday 14th of May 2017 at 11:43:11 PM

The Wordfence administrative URL for this site is: — …. —-
Wordfence has blocked IP address 163.158.122.210.

The reason is: “Exceeded the maximum number of page not found errors per minute for humans.”.

User IP: 163.158.122.210
User hostname: 210-122-158-163.dynamic.caiway.nl
User location: Goor, Netherlands

also i checked the firewall of the server and i got this
(the server time is different, is -7 hours)

this is from the errorlog of apache (we also use LFD&CSF & Cloudflare)

in the end, the server went down 10 minutes….

so for what i can see the ip is not blocked,

also in the wp installation appears 0 locked ip

saying

and in the wordfence activity in the dashboard of wordpress I can see 13 block count of this IP 163.158.122.210,
