Most probably it’s something related to the server configuration that needs to be tuned, I doubt it could be the “max_execution_time” value that needs to be adjusted in “php.ini” file, as you mentioned “several minutes”, but it’s worth to try though!
Also, if you are the server admin and nginx is installed, then I suggest checking these common reasons.

Unfortunately I don’t have nginx, so I don’t think i’ll be able to use this link.
I’ve not had any issues with activating any other plugin I’ve tested, so I was surprised that this one refused to.
Interestingly, I can use my browser’s back button and everything comes right back…with the plugin still not activated.
Please try enabling debugging in WordPress and check if there are any errors messages in the debug log (that is created at wp-content/debug.log if there are errors).
Also, you may check the server logs to see what’s going on behind the scenes.
