My first step would be to use FTP or your hosts CPanel, and navigate to the “wp-content” directory. Once there, rename the “plugins” folder to something like “plugins-old”.
This should allow you access back into your dashboard… with all your plugins deactivated. Now, go back to your FTP and rename the folder back to “plugins”.
Next, begin re-activating your plugins one at a time. If it breaks again.. you’ll know which plugin is causing issues.

Check your wp-config.php file and verify the database credentials match those created for your database in Cpanel.

Can I re-install without WP 3.5 losing data?
Not super backend /database savvy.
You can.. but a few things you need to be careful about:
1. DO NOT remove the “wp-content” directory.
2. DO NOT remove the “wp-config.php” file.
