Unless I misunderstood your question, the box to enter the ALT text should be on the right of the default WordPress editor. If you’re using any other editor or page builder, then I have no idea.

If you insert an inline image next to text and then select it the ALT box is missing from the right side.
The code is working properly though. If you view the block in HTML it is there.
Regular images don’t have this bug or problem.
I’m just using WordPress 5.6. No special plugins.

Do you mean this?

If this is what you mean, then as you can see from the screenshot, the box is still there.
That whole column may be hidden though, but you can bring it back anytime: just select the image, click the 3 dots on the toolbar, and click “Show More Settings”.

I uploaded the screenshot somewhere online (I often use IMGUR), grabbed the actual image URL (not the page with the image embedded), and manually inserted the IMG tag in my post, eg:

I think you are floating an image and that is why you have the image settings.
I’m using the inline image setting in the standard paragraph block.
I want the box on the right side. The one you are pointing at.
