wordpress 5.9.1 issues with style

after I upgrade the wordpress some of my websites start to having issue with styles when I have fix position, it doesn’t follow my style when I inspect the code it is getting style from https://dev.landingpgawaterway.com/wp-includes/css/dist/block-library/style.min.css as a default and overwriting my thme style
here is the website version where i didn’t upgrade the wordpress:

also if I’m using panorama image and like to add some fix margin do the same thing overwrite my style.css
