WordPress Advertising platform

Hi All

I’m relatively new to wordpress and finding it one of the best CMS around. I’d like to build an advertising platform for users to come and advertise a particular service(s) on the a site.

The site should contain

• User login system to login to the user administration panel.
• payment system to pay for advertising when register. (preferably paypal)
• user area that the users can edit/delete/add the content. including images and videos.
• An individual page for the advertisers to to display their post.

Now the question is that is there a plugin(s) to do such thing already or do I have to custom build one my self to do this? I couldn’t really find anything that could do all the above.
