WordPress database error: Table XXXX.woo_actionscheduler_actions doesn’t exist | ww.wp.xz.cn

After deleting all WC and WooCommerce tables and options, I would expect a new activation of WooCommerce to detect that it’s a new installation, but on activation, I get the following errors instead:

Fatal error: Uncaught RuntimeException: Error saving action: Error saving action: Table ‘XXXX.woo_actionscheduler_actions’ doesn’t exist in /XXXX/wordpress/wp-content/plugins/woocommerce/packages/action-scheduler/classes/migration/ActionScheduler_DBStoreMigrator.php:44

Shouldn’t removing all tables and options lead to a new install?
