wordpress db error

    I am trying to help a fellow marketer get his wordpress 2.9.2 working on his hosting account.
    We have uploaded the wordpress files, created a mysql database and edited the wp-config file with the correct info inserted where needed.
    When we enter the domain-name/wp-admin/install.php link into his browser we get this message back:
    Already Installed
    You appear to have already installed WordPress. To reinstall please clear your old database tables first.

    The database is empty and brand new. Why are we getting this error message and how can we fix it?

    What do you get when you go here?
    domain-name/wp-login.php

    I think we found the problem. I beleive it is being caused by the expiration of the domain name.(renewal was due on 05/05/10.)
    When my friend gets that renewed this weekend, we should have no problems.
