What this means is cURL is not enabled for your web site. The WordPress HTTP API uses several transports to send and retrieve content from other web sites or services (e.g. the WordPress plugin repository).

There was a change in the WordPress API about a year ago which I don’t fully know the details of but the result was the Google Forms plugin will only work if cURL is available. The message you are seeing indicates your installation doesn’t have cURL enabled.

The PHP Server Info plugin can tell you whether or not cURL is available within your server environment.

There even more information on the plugin FAQ about cURL.
