WordPress Login Fails

    Authentication works using the Test Tool on the settings page. However, I cannot login using the wp-login.php page. I get the following error:

    ERROR: The password you entered for the username xxxx is incorrect.

    Set local password on first successfull login is set to true.

    When I try with new users, the login page fails but the Test Tool creates the user.
