Is it a theme distributed on ww.wp.xz.cn? We can only comment on those.

That’s not something we can answer unfortunately because that expects us to know how the theme was built. We can help you with specific CSS issues by recommending you to install a Custom CSS plugin and providing small snippets of code, but only if you can tell us specific issues.
@manoharan, You want to design for mobile, means responsive design.
i think it already has responsiveness to it.. the problem is when it is rendered in to the mobile view, the tabs are not in the right place and the form is a bit messed up. Do you know where do i have to edit? in CSS?
