Which plugin are you using to provide the SMTP functionality?

I used wp smtp for testing and also using the form maker as my user user registration medium.
word press user creation is also not sending out email.

Alternatively, try a more recently updated plugin, like https://ww.wp.xz.cn/plugins/postman-smtp/
Even the wordpress user creation does not send out emails.
