WordPress plugin cookies loading before OneTrust

We have a client, running WordPress, and theirheadquarters are in the US and the UK and they’re working on being fully GDPR/CCPA compliant.
Within the last few months, they just started working with OneTrust but they haven’t been able to fully optimize everything to their liking.
The issue they are currently facing is that not all the cookies are being adequately blocked on initial load. They asked us if we can troubleshoot why the WPML and Handl UTM Grabber plugin scripts are loading before the OneTrust script loads.
Would you be able to do some troubleshooting and share insights on how we can rearrange scripts to ensure OneTrust is able to block all necessary cookies on the site?
