WordPress pop up page

Hi all I am a bit new to all this so I was looking for a bit of help on this one.

I know how to make a popup page but I want to create a popup page that uses wordpress if this makes any sense. So If I use a shoutbox addon I can pop it up in a window instead of on the site itself. So I need to load the wordpress site on the pop up without the theme ect…
