WordPress Reset Back To Install Screen – Help

Someone seems to have hacked into my server and altered one or more files so that installation screen is showing. I cannot access the admin area at all.

I think they have changed a file to say the installation is not complete – can anyone advise me which file and how I stop it from happening again?
