WordPress scrollbar not working with parallax layer, not a plugin problem

    This Forum does not allow photos, and I cannot link to my wordpress admin site.

    I am typing this for you to understand my serious issue.
    I cannot see a full page on all my wordpress Admin pages (not plugin). I can see a partial page, however when I scroll down to see the full page. The top of the page moves up, and the bottom (section?)(layer?)(parallax?) of the page stays still. I cannot see the full page since the scrollbar will not move the bottom portion of the page to make it visual. I am unable to use wordpress with this problem. Please help!

    Start with the standard procedure to eliminate theme and plugin problems. So switch your theme to an unedited Twenty * theme, and deacticate all your plugins.
    If the problem no longer occurs it’s a theme or plugin problem.
    Reactivate your theme; if the problem occurs it’s a theme related problem.
    Reactivate your plugins one by one; the moment the problem occurs you know your latest activated plugin is the culprit.
