WordPress security issue?

    I noticed that this website jailbreakiphone4shack.com (also others)is abusing some websites running on WordPress to create some illicit back-links. All the infected websites have a code/script
    [Code moderated. Please do not post hack code blocks in the forums. Please use the pastebin]

    stuffed in the header. These links are hidden from visitors and are stealing page-rank.

    Do a simple search in Google you will notice how many websites are infected through this method.

    My question: is this a WordPress security issue?
