Same issue here, nobody else experiencing?
The Twitter API requires https since yesterday:
https://dev.twitter.com/discussions/24239
Haven’t had time to digg into it, but I think requesting the embed code results in a 403 due to these changes.
We’re talking about native WP functionality here, right, so who’s likely to be the one fixing this?
Or does this mean that any WP site which wants to embed needs to be using HTTPS?
When you talk about using https, you mean using Twitter URLs with https, or something else ? Because I am doing it though it doesn’t work either.

OK the issue is solved with the latest WordPress update.
