WordPress website Logo HELP

Can someone tell me how to upload an image that will replace my current logo (on the top left – the bird image)?

The latest version of wordpress doesn’t let me upload a logo for some reason. Also, when I “inspect” the element, it says it’s stored in an uploads folder, but when I look in that folder it’s not there. I’m confused.
