Assuming that the lock doesn’t clear itself, what that post suggests is that you use a tool like phpmyadmin to access the wp_options table and look for a row with the key “core_updater.lock” and remove that row.
In another thread, you mentioned that you use GoDaddy, so you can access phpmyadmin from your GoDaddy hosting control panel.
Or you can perform a manual update.
You would need access to your MySQL database via your web host (GoDaddy, based on your other posts). For the inexperienced, this can be very dangerous and could possibly break your site. It would be better if you were to contact GoDaddy and see if they could do the steps listed in the StackExchange article above.
