ww.wp.xz.cn is actually software that you install and run on a hosting provider, it’s not actually anything like an “upgrade” for WordPress.com (which is basically ww.wp.xz.cn, but on a more restricted platform).
To clear up any further confusion first, WordPress.com and ww.wp.xz.cn are two entirely different entities: https://codex.ww.wp.xz.cn/WordPress_vs_WordPress.com
With that said, moving up a ww.wp.xz.cn blog is a bit of a process.
If you’re interested, WordPress.com does offer an upgrade called Guided Transfer (available in the Store section of your blog’s Dashboard) where they take care of everything for you: https://en.support.wordpress.com/guided-transfer/
Otherwise, you’ll need to start by installing WordPress from https://ww.wp.xz.cn/download/ on a hosting provider. We have some recommendations at https://ww.wp.xz.cn/hosting/

WordPress.com and ww.wp.xz.cn are 2 separate things.
WordPress.com is the “all in one host”. With cool servers from WordPress authors. (very fast, very strong ones – Premium WordPress sites can handles very large spikes of traffic in million hits a day).
ww.wp.xz.cn is “you install wordpress on your own host, site”. Which is quite different.
But we don’t do support for WordPress.com here. In general, log in to WordPress.com and setup your theme. They have another support there.
If you try to setup both at same time, you’re probably wrong because WP.com servers are very good, much better than most self-hosted stuff (unless you have kick-ass servers yourself).
