Work on Theme off-line

Hello,

I just installed WordPress, and I am looking to redesign the theme, CSS and all.

I noticed I can bring up the css files and the php files in the ‘edit themes’ area, but I would like to design the theme in adobe dreamweaver. I copied and pasted the code from the css files into similar named css files on my computer and did the same with ‘index.php’. I tried to load it up and it doesn’t show up as the blog, probably because it’s not on a server or anything.

is there a way to design themes off-line?
