The reason you do not see your Plugins menu is because your administrator is missing Activate Plugins capability.

I understand that. But I didn’t change anything for Administrator User role. And it took me 3 hours to fix. I had to reset the table from database and then it fixed the issue. I am changing.

If you have database backup then just browse the wp option table and there u will see a column name activate plugin. Just copy that column data and paste it to the database . and u will get Ur old settings. Then just go to the back end and delete this plugin.
