Hm, it certainly looks like CSS not loaded properly. If browser cache clear doesn’t help, may be you should try it with another browser?
Also, if by any chance you have some caching enabled on your hosting side, you might want to clear that one as well.
When you say you cleared cache, which cache? Browser?
Also try reinstalling 3.7 core files just as a laugh.
@admiralthrawn: another browser doesn’t help either, even the log in page to the dashboard looks wrong. Not sure how to clear the cache on the host side, a friend of mine is allowing me free hosting on her server. I’ll check with her if necessary but will try fixing it myself first.
@ipstenu: the browser cache. I’m going to try to reinstall the core files tonight.
I used to get this issue, with a slow internet connection, because of which CSS or image files wouldn’t load.
@thelifecreative, turn on Firefox Developer Tools & check for any CSS or JS loading issues.
Also check the php error logs generated in your webhost for any warnings.
Sometimes you get it if your SERVER cached the admin files. Which is really rare these days… Do you have server side caching?

I did a manual reinstall and fixed it. Not sure what the problem was with the auto-update, but I know to do it manually from now on. Thanks very much for all the suggestions.
I noticed my Dashboard, specially when I was trying to edit posts/pages, was acting like the CSS was removed.
After disabling the WordPress SEO plugin, the dashboard for editing posts/pages worked again. When re-enabling WordPress SEO plugin, the problem came back.
Not sure if WordPress SEO plugin is the only culprit but I’m hoping for an update there soon.
