wp fastest cache and rate Limiting

If your Wordfence firewall is optimized, Rate Limiting should certainly work before any site content is served to the browser of any visitor to your site.

Even if the pages are cached with a WordPress plugin, each IP hit to your site will be seen and its suitability for limiting (or not) will be determined, based on your settings.
