WP Tool Bar (Admin Bar) Missing Dropdown menu

Hello.

I have an issue I’ve never seen before. I cannot get to the dashboard.

When I login, I get sent to the homepage, not the Dashboard.

The tool bar IS visible, but the dropdown under the site title is gone. No “Dashboard”, “Theme”, etc. The user Dropdown only has my name and Log Out, no “Profile”.

If I try to access ulr.com/wp-admin, I get directed to the login page. Sometimes I get “you don’t have sufficient privileges” message.

Thus far I have:

put htaccess back to default.
Rename plugins via FTP.
Tried adding an new admin account via database. Logging is the same.
tried to repair db with WP_ALLOW_REPAIR
cleaned out option table with entries from old plugins and current ones I disabled by renaming.
Downloaded a fresh version of WP, deleted wp-admin, wp-includes and all the other files that come with the download.

Any other ideas I can try?
