WP uploaded via FTP, can’t access wp-admin/install.php

I’ve downloaded/unzipped WP. Created a mySQL database.
My host is Streamline.net and I don’t have privileges to change the mySQL database name/user etc. but as far as I can tell this isn’t important, because the database is there, and I put the info that streamline.net gave me into the wp-config.php file.
I’ve tried uploading all the files to the root directory, to the htdocs directory, to a “wordpress” and “wp” directory, but all I can get when I try to visit: mysiteurl.com/wp-admin/install.php
-is either the 404 not found error, or this string of text that means nothing to me.

I’m a complete newcomer to WordPress, but have basic html and have been running a different site with streamline.net (the files for which I’ve since deleted via FTP).
Is it a problem with my host? Or is it something I’m doing wrong?
Please help!
