In WordPress 6.8.3, no loading bar appeared regardless of the browser used. Popular posts displayed instantly.

Honestly, no idea. The plugin hasn’t been updated in around one month so chances are something on WordPress’ end changed that’s impacting your site’s performance? Hard to say without more details.
Aside from updating WordPress to version 6.9, did you change anything else on your site recently?

On the “Test site”, a loading bar appears and “WP Popular Posts” loads slowly, while on the “Other site”, no loading bar appears and it loads instantly.

As a matter of fact, yes I do!
On experimental-address.com your popular posts list is configured to load via AJAX (Settings > WP Popular Posts > Tools > Data > Load popular posts list via AJAX). On nichepcgamer.com the AJAX functionality is disabled. That’s why it seems that it loads “instantly” there but on the other site you see a loading bar.
If you’re not using a page caching plugin on experimental-address.com -or if you don’t mind getting your popular posts list cached- then you don’t really need to have your popular posts via AJAX so disable that functionality (Settings > WP Popular Posts > Tools > Data > Load popular posts list via AJAX > Disable).

I have the same problem when AJAX is enabled, where the loading bar appears and the list takes a long time to load, or doesn’t load at all. I use wprocket. And when I disabled AJAX, now list showing fast, but I have a problem with thumbnails not displaying on incognito. I tried different options for thumbinails in plugin settings, and also in widget – and nothing worked. Cache in plugin OFF. How to fix this?
