Are you trying this with production or testing keys?
I am pretty sure this is related with your account being suspended or something similar.
Can you contact with Postmates support and if the issue persist just let me know so I will see what I can do.

I’m using the production keys. I’m able to create test deliveries and live deliveries in the Postmates dashboard, so I believe the account is active.
When do you see the error? During quote or delivery creation?
Can you please share the log file? WooCommerce > Status > Logs (and select postmates files)
It’s during the quote on the checkout page, before a shipping option is selected.
Here is the postmates error in Woocommerce logs, this just repeats:

Did you tried to create a delivery from the dashboard with the same origin and destination addresses?
It may be due to a cross zone delivery attempt (which if I remember correctly is not allowed by Postmates)
If that doesn’t work I may need you to privately share the keys with me so I can test locally and figure out the issue.

I tried with the addresses from your log file and I get this error specifically:
The specified location is not in a deliverable area.
I am not sure why you are not getting this particular message but anyway this seems to be the issue.

I tried with two Baltimore, MD addresses and I’m running into the same error
