this is not a plugin on its own but rather a collection of useful code snippets that will most likely not make it to the core version as the snippets are useful to a few users only.
If on the list here https://github.com/simpliko/wpadverts-snippets/ there is a snippet you would like to use then you can install it as a plugin as explained at the bottom of this page https://github.com/simpliko/wpadverts-snippets/

I thought this meant that these features were already built into the base version and could be turned on and off.
Hi,
no, that is actually the opposite :), they most likely won’t get into the base version (although sometimes they do), but you can turn them on/off by installing the individual snippets.
