With default plugin texts, we have some ready translations for different languages contributed by users. We are not sure if these translations are complete or precise. You can also use Loco Translate to create a translation of texts that you prefer.
If you would like to translate the custom text you entered for the free shipping bar, please check the WPML settings for more information. These texts are considered dynamic thus we cannot provide any kind of translating them using a plugin. It is dependent on how WPML works.
