WPML Redirect Issue

I’m having issues with Popup Maker with WPML. I swear this as worked previously, but at some point this functionality has stopped working properly on all projects we’ve used it on. I’m using English as my primary language and French as secondary language.
I have a popup that loads when the homepage loads. I created a French translation of this popup and triggered it to load when the French homepage loads. It does load properly on the French homepage, but then it immediately redirects to the English homepage.
If I target the English popup to open on one English page and target the French version target on a different French page, then it works fine and there is no redirection. But if I target the English popup to open on one English page and target the French version to open on the French version of that same page, it will redirect to the English page when the French popup loads on the French page.
Do you know of a way around this?

This also seems to be specific to using cookies to ensure that it only triggers once per day or something. Even using different cookies for each language.
I also find that sometimes it will actually work properly but then I look at the cookies and see that the French cookie takes longer to load in sometimes and so it pops up without an issue but it will pop up even when it has already been closed before.
Definitely no working like it should… Any ideas?
