Wrong calculation on shipping costs script

Hello,

After fixing this issue * where country Greece is required in the checkout the calculation script does not take into account that the Locale has not be selected and returns the default delivery cost that is of course wrong since if the state was selected it would be ok.

Do you have any ideas what it might be? I dont see the template to be to blame i think it has to do with woocommerce.
