I am unable to reproduce this behaviour. What I did:
1. Created a new page and some initial content.
2. Created a new user.
3. Logged in as the new user.
4. Created an initial layout (i.e., revision) using Tailor.
5. Created a second layout using Tailor.
6. Created a third layout using Tailor.
7. Logged in as the initial user.
8. Loaded the second layout revision.
9. Entered Tailor and found that the correct (second) layout was presented.
Could you please provide steps to reproduce the problem you’re seeing?
Just incase I’m misunderstanding you, I would also like to point out that the content is separate from the Tailor layouts. If you just use Tailor to create layouts, they will be the same, but manually editing the content of a page in the WordPress editor will mean that the next time you run Tailor, the last saved Tailor layout will be presented.

Thank you very much for your effort. I tried it again and I can’t reproduce the problem. The problem must be between the manually editing in the WordPress editor and Tailor of the other user, I guess.
Maybe you can disable the WordPress editor, if the page is created in Tailor?
This is something that’s being explored at the moment and should be included in a future version of the plugin. Stay tuned! 😉
