If you see any wrong data on forum, please navigate to Dashboard > Forums > Dashboard admin page and click on [Delete all caches] button.

As I said I already tried this but this doesn’t change anything.
Do you have other cache plugins in WordPress. Does your hosting server has built-in cache? If so, please disable it for forum page. wpForo has builtin cache system.
Also please leave an exact example of this issue.

I have no other cache plugins in WordPress or through my hosting server.
I just tried to add multiple new topics in 2 different forums and the last topic item doesn’t refresh itself at all, even after using the [Delete all caches] button.
I’m not sure what the problem is, I’ll continue to look into this. It does look like a cache problem as you said.

Something similar is happening to me when I installed WP Forum, it shows me the second last post instead of the last one, I tried to uninstall it and install it again but I have not noticed any changes.
I have also checked the cache pluggins that I have installed, I only have Autoptimize, can it have something to do with it?
