The tax on COD surcharge is not dependent on the tax class for shipping, but on the tax class of the product in the order.
The surcharge will have the tax of the highest tax product in the order. This is the way it is currently set up to work.
Is the tax for COD surcharge working this way on your side as well?

Thanks for explanation how your plugin works. For my needs the fee tax calculation on COD surcharge is fine. I’m just not sure if the tax option according to the highest tax product in the order is also valid in other countries. I would recommend leaving this choice up to the user, similar to how Woocommerce has an input – tax option for the shipping (Settings -> Tax -> Tax options -> Shipping tax class).

We plan on adding the option to affect the COD tax by users themselves, so I will pass this suggestion over to the plugin development team, if they would consider adding these options as well.
