I rebooted my system and was able to see v3 of the Google reCAPTCHA as expected in the lower right corner of the browser. Must have been a browser caching issue. Thank you!
Kinda sad that you’ve been waiting 6 months for an answer. I tripped on this too.

WP_DEBUG_DISPLAY was already set to false.
I added this line immediately below it and it corrected the situation, allowing the CAPTCHA to render and the form is working properly:
@ini_set('display_errors',0);
I’m not a PHP guru. Is this acceptable?
